Progress in tackling social exclusion has not been matched by a drop in income poverty, a report from the Joseph Rowntree Foundation and the New Policy Institution has found. The number of indicators that have improved over the last year substantially exceeds the number that deteriorated. But data on the number of people living in poor households suggests little change. A report spokesperson warned: 'A time-lag on official figures means that it is not yet clear whether poverty went down in Labour's firstterm.'
