Ambulance trusts, accident and emergency units and radiology departments rarely provide an effective, integrated emergency response to strokes, a critical report from the National Audit Office has concluded.

And although carrying out computerised tomography scans on all stroke patients immediately is the most cost-effective strategy, most waited more than two days for the scans in 2004. The report said improvements in managing stroke patients would cut the number of deaths and lead to significant financial savings.
