I see in your news story 'Primary care groups not a threat to community trusts' (page 6, 26 February) that Andy McKeon, head of primary care at the NHS Executive, feels some GPs would struggle to reach level one of a PCG.

It is my impression from the white paper that GPs have no alternative but to enter the process at least at level one.

This should present no problem to those who merely sit on their hands and complain about everything - to minimal effect - as this is surely what level one presents.

I am surprised that the head of primary care does not realise this.
