PERFORMANCE: Foundation trust regulator Monitor today announced that James Paget University Hospitals Foundation trust had been removed from significant breach of its terms of authorisation, having made “substantial improvements to the way it deals with risks to patients”.
James Paget was placed in significant breach after the Care Quality Commission expressed concerns, in November 2011, about nutrition standards and management of patient risk at the trust. Monitor had subsequently concluded that the trust did not have adequate processes in place to identify and address risks.
But in a statement released this morning, Monitor said the trust had now “demonstrated that it is meeting these CQC standards” and Monitor was “satisfied that it has taken steps to address gaps in board governance and risk management procedures”.
It continued: “The decision of Monitor’s provider regulation committee comes after the trust made changes at board level, including the appointment of David Wright as the new chair and David Hill as interim chief executive, and following a report by [consultancy firm] KPMG which found that the board is now functioning effectively.”
However, the regulator has warned the trust that it must meet referral to treatment waiting time targets by January 2013 or face further action.
Monitor’s managing director for provider regulation Stephen Hay said James Paget’s board had “assured us that they are on track to meet referral to treatment targets in the third quarter of 2012-13 and we will be monitoring the trust closely to make sure this happens.”
