The president and provost of University College London is said to be serious and highly effective. His position as commissioning board chair gives him the potential to create problems for the government, as he has already demonstrated in his fractious preappointment row with Labour members of the health committee.
Professor Grant could also cause trouble for ministers during negotiations to determine the board’s role and independence, as well as for other big players such as Monitor and the Care Quality Commission. He will want to make an impact on the NHS but is likely to hold fire until the political storm around reform dies down.
