Of all leading DH civil servants, it was Ian Dodge who worked most closely with Andrew Lansley on the ideas behind the Health Bill. Its rocky passage has dented his standing, but he retains the primary role in interpreting and developing policy ideas from outlines to concrete proposals. Highly regarded for his intellect, he will be a key figure in the development of the first “mandate” Mr Lansley issues to the NHS Commissioning Board. This will set out the outcomes government wants the board to deliver. The way in which they are expressed will bear Mr Dodge’s stamp.
