STRUCTURE: Hull and East Yorkshire Hospitals NHS Trust has been red-rated on its progress towards becoming a foundation trust.

The rating from the Department of Health is from January but is revealed in recent strategic health authority cluster papers.

The SHA papers report it has been forced to develop a new tripartite formal agreement, which sets out when it will become a foundation trust.

They say it is “not meeting [its] covenant tests” - indicators of progress - and that the main “risks to [FT] application” are “the high mortality rate and delivery of [cost improvement programme]”.

The red rating means the trust may be escalated into national performance management of the FT pipeline, and is likely to see greater review and intervention.
