FINANCE: From October 2011, four new clinical commissioning group (CCG) committees, led by local GPs, will take the leading role in planning and delivering £1.1bn health care services for Hull, the East Riding of Yorkshire, North Lincolnshire and North East Lincolnshire.
The PCT cluster announced: “A key part of the transition to new local arrangements is the delegation of £1.1bn to the four CCG Committees, enabling them to take the lead role in the commissioning of NHS services on behalf of local residents. These include:
• non-specialist acute (hospital) services
• community services
• mental health & learning disability services
• ambulance services
• continuing healthcare
The statement added: “Each CCG committee has already outlined its plans for delivering sustainable local health services and demonstrated a commitment to listening and engaging with the public and partners, particularly local authorities around the establishment of health and wellbeing boards.
“A new joint Humber Cluster Board will oversee the CCG Committees. One focus of the joint Cluster Board is to support the developing Clinical Commissioning groups through a national authorisation process that assures they have the capacity and capability to take on full delegation of budgets from April 2013.”
Cluster chief executive Christopher Long said: “Alongside the transition process the local NHS must maintain its focus on delivery of the challenging QIPP programme. This will involve clinically-led reviews on both sides of the Humber that will introduce innovative ways of delivering care to patients and identify more efficient ways of providing health care.”
