STRUCTURE: Essex’s primary care trusts are expected to come together to form a county-wide clinical network for safeguarding children.

The merger will see designated safeguarding staff linked across the county to encourage collaboration.

Inspections of Essex PCTs by the Care Quality Commission and Ofsted in 2010 had identified “insufficient substantive designate resources” for safeguarding.

A report to all Essex PCT board meetings in January said a “managed clinical network” will be established to host all designated professionals in the county by 1 April 2010.

A series of serious case reviews involving the abuse of children in Essex have recommended more “effective information sharing” in the NHS.
