FINANCE: NHS Mid Essex has introduced restrictions on discretionary spending as it struggles to deliver QIPP savings.
The PCT has a control total of £1m surplus which it says will require all of its £7m contingency funds. At the end of October it had a surplus of £1.6m, but had already committed £4.1m contingency funds.
But it forecast significant overspends on commissioned services, including £10.6m at Mid Essex Hospitals Trust and a shortfall in QIPP savings of more than £11m.
November’s board meeting heard that all discretionary spending not essential to deliver mandatory targets, QIPP or patient safety had to be approved by two directors.
