FINANCE: A clinical commissioning group is yet to publish a finance report, choosing to focus resources elsewhere in the immediate aftermath of the transition to the new NHS structure.

Bracknell and Ascot CCG board papers for June say: “There is no finance performance report for month one of 2013-14, due to the need to target all resource at transition from the PCT Agresso Financial System to the new Integrated Single Financial Environment (ISFE) mandated for CCGs.

“This is not expected to result in a significant reduction in control as provider data is not available until six weeks following the end of any month, meaning that month one provider activity will always be reflected in month two financial performance report.

“Traditionally month one has been used as an opportunity to check budget loads and ensure all is set up for the year.”

That process is more demanding in 2013-14 due to the system transition.

Finance staff had been trained in operating the system, and the CCG had had communication with providers and suppliers to ensure they correctly changed their invoicing arrangements.
