STRUCTURE: Commissioning consortia leaders have been required to take on “significant” budgets from the beginning of 2011-12, and become involved in efficiency plans.
South Central strategic health authority has detailed its measures to support consortia so as many as possible are ready for authorisation at the beginning of 2012-13.
The authority has required all consortia leads to be involved in quality, innovation, productivity and prevention programmes and primary care trust operating plans for 2011-12, and take on “significant delegated budgets” from April 2011 onwards.
The SHA has required primary care trust clusters and consortia to develop and sign accountability agreements, including on the use of £2 per head development monies. “Almost all” are now in place.
The authority has also set up a leadership development programme for consortia leads and is providing access to media training.
