WORKFORCE: Norfolk and Waveney Mental Health FT used “vacancy management” as part of its efforts to save £6m last year.

The trust’s cost improvement programme report said: “For the financial year 2010-11 the Trust managed to save over £6m and report to Monitor that we had achieved 95% of our 2010-11 target. This puts us in a much stronger position that many other trusts.”

It said as well as “budget setting” and workforce standardisation, savings were made through vacancy management. It said this meant “holding vacancies to release short-term (nonrecurrent) savings or where possible disestablishing a vacant post to realise long term (recurrent) savings. The benefit of this approach is that it does not put any individual staff member at risk of redundancy.”
