Delayed transfers of care rates four-times higher than targets, NHS Barking & Dagenham reports

The situation at the PCT’s main acute provider Barking, Havering and Redbridge University Hospitals Trust was grave enough in the figures from May to July this year that the trust and the sector’s acute commissioning unit jointly funded a “DTOC facilitator”.

The PCT’s board report said: “Key outputs from this post have been streamlining the information processes in place to establish the number of daily DTOCs, so this is no longer a point of contention for all providers. In addition to this, the facilitator has reviewed processes within BHRUT and developed ward training programmes.”

But the commissioners said they were: “Concerned that although monitoring processes have been put in place to ensure the necessary paperwork is completed within the right timescales, this has not resulted in a reduction in DTOCs attributable to BHRUT.

“We are therefore requesting that the trust provide an analysis of what part of this new process is not working, in order to establish how this will rectified, and what key performance indicators can be put in place to measure its effectiveness.”
