I agree with Anonymous (2 posts above). Get rid off all managers and you could base services on what clinicians wanted to provide; clinical governance on what consultants felt was right to do and spending on whatever you spent last year and a little bit more.

How would the teams, services and pathways be joined together - who cares. Who would develop services - doesn't matter. Sort out problems, manage change, develop policy, deal with perfomance and discilinary issues, assemble performance reports, ensure implementation of guidance and policy, commission new buildings, ensure the organisation operated legally and accountibly...
