So the Treasury and Dept of Health are breaking the Coalition promise on the health service - which let's remember was to increase the NHS budget in real terms. And they are cynically concealing the evidence behind a settlement which is published but never gets paid. It is great to see the evidence of how this is being accomplished, though I doubt many who see what is happening to the NHS will be terribly surprised.
