If it was a "normal" year I would agree with the main points in the article. However it's not a normal year. Its the start of the brave new world where everything has been tossed up in the air then expected to work. It won't. There is so much financial risk in the system that will be unravelling every month. Under these circumstances, holding back 2% and 1% contingency makes sense. But you can't explain that very well to joe public.
