We have been doing this in the NHS for decades, re-cycling and rewarding failure...we all know colleagues over the years who ‘disappear’ into a ‘holding authority’ for a year or so., to undertake ‘project work, as a form of penance.They then reappear a year later, sanitised, and sparkling to be given more power and authority in another authority...only to repeat their misdemeanours/ failings. As mentioned in another post John 11 verse 35 applies here.
