Why has the amazing, fantastic and gargantuan effort not been put in to increasing testing capacity?

Our rates are down with the likes of Peru, Panama and Poland. This is shameful, despite the Government themselves stating that testing is the way out of this crisis.

So lets move from the current rate of 5,000 per million and at least get to the levels of 20,000 per million that most of Europe is at. we did brilliantly on the Nightingales, lets do the same on testing.
