13:28 is right; the SNF could be a good thing or it could be a bad thing, It depends on how it's implemented.

I'd assumed that DHSC and NHSE are half competent here, and have concluded that they can and should run the more aggressive form of SNF - rather than something so vanilla it's a retrograde step (which pharma will like, because it may also then have killed off local formularies ... and increased cost). How? Either by bearing the risk of legal challenge, or to be sure, by legislating for it in the forthcoming Bill.
