FINANCE: Salisbury FT has been issued with performance notices, warning notices and and exception report by NHS Wiltshire.
Salisbury is overperforming against its contract with the PCT by about £4m. This includes: £1.7m for elective work, £0.8m for non-elective and intensive
care, and £1.5m for non-payment by results. NHS Wiltshire believe that Salisbury will owe it £1.1m by the year end as they seek to manage demand.
The Audit Commission was called in to review non-PbR costs and found they were correctly calculated and the two organisations have had talks to try and resolve the situation.
Salisbury will also be seeking talks with NHS Dorset, which is underpaying for non-PbR work by more than £1m.
NHS Wiltshire has put forward a significant list of procedures that it will either not fund or only fund through its exceptions committee.
Salisbury and NHS Wiltshire have agreed a contract variation regarding non-GP referrals. The effect of this is that patients requiring work identified as necessary by consultants but that is not related to the original GP referral, and not life threatening, will be referred back to the GP with appropriate advice.
