All 44 sustainability and transformation partnerships will be sent a tailored report on how to integrate physical and mental health in their region and what savings the changes can make.

NHS England has commissioned Midlands and Lancashire Commissioning Support Unit to provide a bespoke report to each STP by the end of April.

The packs will include CCG level data

Data packs will set out how each area can improve patient care through closer integration of physical and mental healthcare services, and will model any financial savings that can be made including reducing pressure on acute care.

Midlands and Lancashire CSU was chosen to carry out the £150,000 project in December. It was the only bidder in the procurement process.

NHS England said the data packs and accompanying analysis will also support STPs and commissioners to develop investment cases for key priorities in the Five Year Forward View for Mental Health including:

  • integrated improving access to psychological therapies;
  • liaison psychiatry;
  • better care planning for frequent A&E attendees; and
  • improved physical healthcare for people with serious mental illnesses.

The contract also commissions the CSU to provide analysis at clinical commissioning group level, which NHS England hopes will help implement STPs’ priorities.

The packs will contain data on:

  • life expectancy of people using specialist mental health services;
  • levels of acute hospital use for different cohorts of people using specialist mental health services;
  • spending associated with acute hospital use for different cohorts of patients using specialist mental health services; and
  • the scale of potential savings to be generated for acute care by achieving better levels of integration between mental and physical healthcare.

The data packs will be based around analysis of linked data from the mental health dataset and the acute care dataset. The CSU will also produce a national report for NHS England.

The contract summary said: “This is a contract with Midlands and Lancashire CSU to provide a bespoke report for each of the 44 STP footprints, along with a single national report for NHS England, setting out the scale of, and potential financial savings to be generated from opportunities to integrate mental and physical healthcare.

“The data analysis will support STPs and CCGs to develop investment cases for key Five Year Forward View for Mental Health deliverables regarding integrated mental and physical health care and support a focus on high quality delivery against mental health CQUIN schemes.

“This information will be made available in the form of a bespoke report for each individual STP (including CCG level analysis) which will help inform their initial implementation of STP priorities.”
