Shirley O’Keeffe is a chartered management consultant, registered nurse, and qualified coach with extensive senior leadership experience across healthcare in both the UK and Australia. She has a strong track record of driving service redesign and large-scale transformation in complex, multi-agency environments, with particular expertise in mental health and health and justice.

At TPHC, Shirley provides strategic leadership of the mental health portfolio and works across both the Consulting and Partnerships teams to deliver innovative, evidence-based solutions that improve outcomes for patients and systems.
