STRUCTURE: Stoke-on-Trent has delegated most of its commissioning powers to a single city-wide consortium.

Stoke-on-Trent GP commissioning consortium has taken on responsibility and accountability for the commissioning of the majority of NHS services, including elective hospital care and rehabilitation care, maternity services, urgent and emergency care including out of hours (until such time as the responsibility is returned to GPs as providers), community services, mental health and learning disabilities. It has a management budget representing £4-5 per head of population. The consortium, established as a board of the PCT, will report to it quarterly on finance, performance and quality. Plans to delegate PCT staff to the consortium are being developed.
