FINANCE: NHS Stoke-on-Trent achieved just 30 per cent of its planned QIPP savings in 2010-11.
It had planned to save £12.68m but managed just £3.8m.
Across the region, organisations made 87 per cent of the QIPP plans they intended to - equivalent to £275.4m, against a planned £316.6m.
