STRUCTURE: The primary care trust cluster responsible for commissioning services from Torbay and Southern Devon Health and Care Trust has warned there is a “likely” and “severe” risk the organisation could struggle to achieve foundation trust status.

Torbay and Southern Devon was formed from the provider arms of Devon and Torbay primary care trusts under transforming community services and delivers integrated health and social care. However, the risk register presented to the April board of the Devon, Plymouth and Torbay cluster highlighted the risk the “outcome of the TCS procurement impacts on foundation trust applications”.

It said the procurement process was due to begin before the foundation trust pipeline had completed and warned the organisation would need to “risk assess the impact of losing services acquired through TCS in developing its integrated business plan. In mitigation the cluster is working with the clinical commissioning groups to agree “bundling” of services.
