WORKFORCE: Commissioning staff from Torbay Care Trust will be transferred to NHS Devon until the NHS Commissioning board is in place and GPs take over local commissioning.

Torbay Care Trust’s provider arm is to become Southern Devon Provider Care Trust and will expand to take on all the community based health and social care services for adults currently provided by the provider arm of NHS Devon.

At a recent board meeting chief executive Anthony Farnsworth advised members that 102 commissioning staff (82 from the Care Trust, 20 from the Peninsula Cancer Network) would need to be employed by an appropriate commissioning organisation, until the National Commissioning Board is in place, and it had therefore been agreed that they should be transferred to NHS Devon.

Some services in the area are already commissioned by Baywide GP Consortium under a management arrangement with Torbay Care Trust. Incorporated as a not-for-profit company in February 2010, the consortium predates the announcement of the Government’s reforms and has a a board of directors, advised by the board secretary, and a corporate and clinical governance sub-committee, also clerked by the board secretary, who maintains a register of interests and attendance.
