Have we not been hearing that there is a need to stimulate the economy by encouraging people on lower to middle incomes to spend more?

The reduction in clinically related clerical staff forecast in the £400m spending limit forced on the NHS and the premature ward closures to save (salary) costs that will no doubt follow will diminish economic activity in this group. The right hand of the Treasury has little concept of what the left hand is up to.
