STRUCTURE: Western Sussex Hospitals NHS Trust has reported that October was the “most intensive stage” yet of its application to become a foundation trust.

“Interviews have been held with each member of the trust board, our divisional management teams and a selection of staff and teams across the trust,” the trust said in latest board papers.

Monitor inspectors have examined IT systems, contracting, relationships with the “other elements of the local health economy”, internal audit and counter fraud, risk management, estates strategy and performance management processes.

“A detailed examination of our governance processes, both in terms of quality and cost improvements has also taken place,” the papers add.

“The initial focus of the Monitor team was on our finances and sustainability, but subsequently their attention has been firmly on quality – both in terms of the quality of what we do, and how we ensure that quality is consistent and maintained.”

The trust said it expected Monitor would spend most of November assessing what it had been told and matching it against written evidence.
