If you want 'freedom' here it is!
BTW; if the average FT has £10m tucked away in surpluses and (if political ambition is fullfilled) we end up with 400 FT's, do we want 400x£10m in a Bank someplace and not available to treat ptieints? Or is is a sensible investment in future development - or should they 'borrow for development'?
