what I think is happening is that DH 'mandarins' and the broader civil-service church ...
a- have not fully grasped the impact of the changes to the NHS in a hands-on / minds-engaged way
b- the intelligence being fed up thru the system reflects this dearth of conceptual grasp, so Lansley et al are in splendid and isolated ignorance of the autistic nature of their plans
c- the gravity of the changes to the NHS are just starting to sink in at a political level
d- someone somewhere in the DH has suddenly clocked that the message hasnt got thru to the political bosses
e- panic has just started to breakout
f- Dorrell got wind of it, did lots of ferreting and has now done the DH divisional directors job for them
