My experience og working with GPs put in Clinical; Leadership positions in a North London PCT was that it is possible to motivate and it is worth the time involved because you get great results. Managers on the other hand tend to be rigid and rule bound when it comes to change. When I was involved in shifting services out of hospital , successfully, it was the manaers who got in the way more.
