FINANCE: NHS Devon has identified an overspend on individual placements for mental health patients as a key risk to achieving financial targets this year.
The primary care trust was overspent with Devon Partnership Trust by £1.647m at month five and was forecasting an overspend of £4.2m by year end, largely driven by individual patient placements.
A report to the board stated: “A joint review has been undertaken and an improvement project agreed. This process has however also identified continued concerns over growth in IPPs and the rate of QIPP [quality, innovation, productivity and prevention] delivery against contract assumptions.”
The primary care trust has also identified a very high risk of overpsending on acute provider contracts and failing to meet savings plans. It is also predicting a £2m overpsend at Royal Devon and Exeter Foundation Trust and £3m at Northern Devon Healthcare Trust.
