Health secretary Alan Milburn was expected to launch theModernisation Agency this week with 'a tough speech on reform'.

But in a guide issued at the launch, agency director David Fillingham stresses: 'The style of the agency will be supportive and developmental. 'He advocates 'finding ways of making improvement attractive rather than battling 'resistance to change''. 'Change is achieved by supporting staff, allowing them to use their creativity and harnessing the talents of all the people in the organisation - and that doesn't come about through an inspection-type model. '
