The Queen’s speech has prepared the way for a new health bill, the draft text of which was leaked two days ago.

The Queen told MPs this morning: “The voice of patients and the role of doctors will be strengthened to improve public health alongside actions to reduce health inequalities.”

The actual text of the bill is expected to refer to a reduction of “top-down targets”.

It is also expected to establish a “new cancer drug fund” by April 2011 and new measures for NHS sucess and improvement based on “end results” rather than processes, such as improving cancer and stroke survival rates or reducing hospital infections.

The Queen also said a commission would be appointed to consider “a sustainable long-term structure for the operation of social care”.
