Mortality rates of all surgeons in Scotland should be made available to the public, the Scottish information commissioner has ruled. Kevin Dunion said the NHS Common Services Agency was wrong to refuse to release the information. The CSA had argued the rates were 'personal', so excluded from the Freedom of Information Act, and that 'crude' data could be misleading.
