If people are treated as passive victims when they come into contact with the NHS, rather than as autonomous decision-makers and co-producers of health, then it is no wonder if they feel disengaged when it comes to prevention.

The links between healthcare and health are strong in the minds of the public, and the NHS has a key role to play in promoting public health. It makes no sense to separate the two or to remove responsibility from the Department of Health.
