Scottish health and community care minister Susan Deacon has called for an inquiry into the case of Noel Ruddle, recently released from State Hospital, Carstairs, where he had been detained after killing a neighbour. He was released following an appeal on the grounds that he was not receiving treatment for his personality disorder. Ms Deacon has asked the Mental Welfare Commission to investigate the case, and those of other patients who are expected to appeal to the High Court for release on the same grounds. The Scottish Executive intends to introduce a bill to close the loophole that led to Mr Ruddle's release as soon as possible.
