Would it be possible for you to request the health secretary to explain precisely what he means by the term 'primary care'? The World Health Organisation defined 'primary healthcare', but the meaning of 'primary care' is uncertain - to me, at least.

Primary healthcare is a wide-ranging project to promote health and reduce health inequalities. The services founded by Bevan's NHS failed to address health inequalities, and when the NHS celebrated its 50th birthday these were as much a problem or worse than before the NHS, despite the billions spent annually on it.

Today, in Bevan's old constituency, health indices are among the worst in the EU.
