Not many of the former administration’s initiatives survived the axe at the DH but QIPP did. The quality and productivity agenda, which Jim Easton has led since June 2009, is still seen a key to delivering £15bn of efficiency savings while improving the quality of services.

Can Mr Easton - a former chief executive of NHS South Central, and of York Hospitals Foundation Trust - mobilise the NHS to deliver on QIPP? Certainly the acronym is now deeply embedded in NHS management speak.

The message from Mr Easton is that there is no alternative, a message he has taken to the service with a hectic schedule of seminars and conferences over the past year.
