KPMG has won a contract to design how NHS Improvement will be created and function.

Monitor has confirmed that the contract to bring together Monitor, the NHS Trust Development Authority and functions from some other bodies, understood to be worth £1m, will go to the Canary Wharf based firm.

In a joint statement Monitor and TDA said: “Monitor and the NHS Trust Development Authority have created a joint programme office to oversee the development of NHS Improvement. KPMG has been appointed to support this work and provide independent advice and challenge, as well as ensure that both organisations can continue to focus on their important business as usual functions.”

Northumbria Healthcare Foundation Trust chief executive Jim Mackey started work as NHS Improvement chief executive on Monday.

KPMG will work alongside an “internal programme management office” of 15-20 people led by integration director John Wilderspin, who is being seconded to the TDA four days a week from NHS England where he is national implementation director.

A bid document obtained by HSJ last month said the selected consultancy must produce “high level organisational design options” and a “high level transition plan and pipeline”, which will see a draft organisational structure produced by the beginning of December and final version by the end of this year.

KPMG could also lead a “leadership review” of existing staff and “leadership development interventions”, the document said.

There was no mention of what could happen to Monitor’s competition function.
